Explore core principles of public sector management. You’ll consider the value your organisation creates, the impact of your authorising environment on operations and the capabilities involved in delivering value to stakeholders. This is the mandatory first year gateway subject.
Note: this subject is only available to students enrolled in the Executive Master of Public Administration (EMPA).
Intended learning outcomes
On completion of this subject, students should be able to:
- Appreciate the trends shaping public sector action and what they mean for contemporary leaders and managers
- Understand the theory and practice of strategic thinking and public value creation in the public sector
- Appreciate the importance of values, how they shape action, and connect to public value creation
- Recognise how strategy and public value are shaped by the authorising environment, and appreciate the importance of political astuteness
- Comprehend the importance of place and community in shaping notions of value
- Apply these ideas, in real time, to challenges faced in practice.
Generic skills
On completion of this subject, students should have:
- A critical understanding of the operation of governments in Australia and New Zealand, and the way in which the political environment and contemporary trends affect the work of public managers
- A high-level ability to combine the theory and practice of public value creation and strategic management to address contemporary challenges in public administration
- A high-level ability to connect professional skills in public administration with discipline-based expertise in the political and social sciences, and cognate disciplines
- Well-developed skills in communication and collaboration, applicable to a range of professional activities including presenting a concise analysis of complex public issues, workplace discussions and brokering partnerships
- A nuanced appreciation of the importance of values, how they shape public action, and connect to public value creation
- A high-level ability to apply professional judgment and ethical leadership in the negotiation and development of practicable policy solutions to complex social and economic problems.
